Megapixels are a unit of measurement that we use for digital photos. Often times websites require that the images you use on their website should be a certain size (large or small) so that everything looks uniform. Your image is not wide enough for Facebook`s requirements, so you will either have to upload a larger version of this image or choose a new one.

Try paint its awesome and easy method to change pixels or resolution of any image first open the image with paint then try re size image and adjust the pixel or resolution of the image but make sure if it don`t letting you selct the other box dont tick the box with "MAINTAIN ASPECT RATIO..

The easiest way to do this is with something like adobe photoshop, though the is a free alternative that would also work, which is called gimpshop. You would open the image in gimpshop (or photoshop), then click on "image" and "size" and reset the size there.

It means you have to resize your photo to 399 pixels. to do that you can use photoshop or paint. open your image

on photoshop click image then image size

on paing click resize.

This means that the image you are trying to upload is a small image. You need to find a bigger one so that you can make it as your cover photo.

No that is not possible, you can upload only the following images JPG,PNG,BMP but you cant upload animations.
