You could write a formal letter to the bank manager stating the reason of your request with the account details of your debit card but without your PIN. You could use the guide below;

Instead of a letter which will sometimes require longer period of processing from the drafting and sending of your letter up to the approval of your request depending. Try to talk instead with your debit bank company because there might be easier way of transferring amount to another account.
